Topic: Update regarding Louisiana's Carbon Capture & Sequestration Program

Retired January 14, 2003, with thirty years of service with the Louisiana State Mineral Board, and established Theophilus Oil, Gas & Land Services, LLC shortly thereafter.

While at the Mineral Board, Pat's responsibilities included but were not limited to:

  • Assisting companies and brokers with any Oil, Gas and Land issues regarding the Louisiana State Mineral Program. Also working closely with other State Agencies affiliated with the Louisiana Mineral Program such as WL&F's, DOTD, School Boards...etc.
  • Serving as a Liaison for the Leasing Division of the Petroleum Lands Section, Attorney General’s Office and Private Legal Counsel, associated with the State, on potential litigation matters.
  • As DNR/OMR Land Manger, Pat was accountable for the supervision and management of a diverse array of technically oriented functions within the State Mineral Leasing program.
  • Played a key essential role in the development of the State’s computer SONRIS (State Online Natural Resources Information System) system – mapping and database system, which has been a huge success to private landowners, State Agencies and Oil & Gas Companies. Pat also represented and assisted the State Mineral Board on many occasions in the essential training and usage of the SONRIS System.

Currently, Pat is the Owner/President of Theophilus Oil, Gas and Land Services, LLC.

Having created his own company, he now has the opportunity to experience the needs/solve problems, in dealing with the State from the private sector.  He will continue to create and maintain a great working relationship with the Oil and Gas Industry, Engineering and Surveying Companies.

Pat has presented Seminars to Universities, Oil, Gas & Land Associations throughout my many years in the Land Profession.

A Baton Rouge native and graduate of Istrouma High School and LSU. Pat is married, with 2 married daughters, and 3 grandchildren.
